Meet the Phoenix House New York Team

Norwig Debye-Saxinger
Director of Public Policy and Government Relations

Mr. Debye-Saxinger began his career at Phoenix House in 1992 as Director of Program Planning and Research. He held a number of positions within Phoenix House including Regional Director in New York and currently serves as Vice President and Director of Public Policy and Government Relations. Previously, he was Executive Deputy Director of the New York State Division of Substance Abuse Services and worked with a series of New York State agencies responsible for the funding, licensing and monitoring of drug abuse treatment and prevention service providers. Mr. Debye-Saxinger holds a B.A. from Cornell University and has done graduate work at both Georgetown University and the State University of New York at Albany. Send an email

Frank J. Negron
Managing Director, Admissions and Outreach

Mr. Negrón joined Phoenix House in 2000 to further develop community-based prevention, mentoring and AmeriCorps programs in New York. In 2007, he was promoted to the position of Managing Director of Admissions & Outreach Services. Previously, he was employed as the local Regional Director for Just Say No International, Administrative Director for Promesa, Inc., and District Manager for Manhattan Community Board #11. Mr. Negrón has also served on the boards of the Metropolitan Hospital Community Advisory Board, Vida Family Services, Inc., Bronx Community Board #9, Kiwanis Club of East Harlem and other community organizations. He has a B.S. in Public Administration from Empire State College, State University of New York and is a Credentialed Prevention Professional. Send an email
